HUST Holds “Double First-Class” Construction Promotion Conference

On the morning of March 29th, “double first-class” construction promotion conference was held at the first Meeting Room of the New Administrative Building. The aims of the meeting were to allocate tasks, specify objectives and promote the construction of “double first-class”. Present at the meeting were deputy director and leader of the promotion group Vice President Fang Wenbin, together with heads of departments, including five key schools, Graduate School, Personnel Department, Educational Administration Department, Scientific Research Department, Student Affairs Department, Finance and Planning Department, International Cooperation and Exchange Department, Institute of Science and Engineering, and invited professor Wang Hongqi. The meeting was chaired by Sun Mingzhe, director of “double first-class” development office and director of Development and Planning.

Director Sun Mingzhe first introduced the preliminary work, objectives, tasks, and planning of the “double first-class” construction, all of which were in accordance with the requirements of the national and provincial policies on “Double First-Class” Initiative. HUST, discipline groups of electrical and electronic engineering, mechanical and power engineering, computer science, management, and management science and engineering have made their way to the list of “double first-class” universities in Heilongjiang Province. Accordingly, HUST organized a ”double first-class” working group, promotion group and construction group, making overall planning and setting specific objectives and measures for developing “double first-class” university. To this end, HUST has performed five tasks for development, including building advantageous and characteristic disciplines, optimizing talent training quality control system, building high-level teaching faculties, improving the ability of scientific innovation and achievements transformation, and strengthening international cooperation and exchanges. Four reform tasks have been put forward, including improving independent university management, accelerating the development and optimization of modern university system, making reforms about the scientific management system, and innovating the integration of resources.

Deans of schools, including Chen Guoqing, Liu Xianli, Chen Deyun, Qi Liangqun, and vice dean Sun Kai, introduced respectively the plans for development, the projected objectives, and the specific methods. The application for key construction projects was initiated, in accordance with five criteria, including discipline building, talent training, construction of teaching qualifications, scientific research and transformation of scientific and technological achievements.

Zhang Fengbin, Director of Graduate School, stressed that importance should be attached to five approved first-tier disciplines. The shortages in discipline development should be highlighted, in accordance with the criteria of discipline ranking system. Special attention should be paid on the ranking of ESI, and breakthroughs should be made in key indicators. Based on projects, two-dimensional evaluation system - task fulfillment and landmark achievements, should be developed.

Director Wu Mingyang from Scientific Research Department gave a report entitledFocusing on Criteria of “Double First-Class” Construction, Making Breakthroughs in Scientific Work.Director Wu explained the overall work which will be undertaken by the department in 2018. Detailed explanation was given on the formulation of scientific research planning, adjustment of scientific policy, improvement of scientific research ability, and commercialization of scientific achievements. In particular, the HUST Talents’ Research Ability Improvement Program was expounded, the building of collaborative innovation platform was introduced, and the methods of revising scientific policies were explained.

Song Qingqun, director of Educational Administration Department, proposed that majors need to be optimized, and emerging engineering education needs to be pressed ahead. The construction of smart library and teaching infrastructure will also be promoted. Talent training program will be dynamically adjusted and the criteria for evaluating talents in each and every major will be optimized. There are needs for increased integration between liberal education and professional education, between entrepreneurship education and professional education, between information technology and teaching, and integration among industry, research, teaching, and university.

Lin Yi, director of Personnel Department, pointed out that according to the requirements of “double first-class” construction, emphasis should be put on making breakthroughs in introducing strategic scientists, leading talents, and high-level talents. The reform of personnel system will be accelerated, and the classification and evaluation of teachers’ professional titles needs to be improved. Postdoctoral research center, serving as a “reservoir”, needs to be given full play. An increasing number of teachers with doctorate and post-doctorate degrees will be added to the teaching list, making a well-qualified teaching group with optimized structures.

Yang Zhongxue, director of Student Affairs Department, stressed that efforts are made to obtain a high-quality pool of students. Undergraduate Students Study Support Program will be implemented, and the quality of instilling morals and cultivating talents is improved, thus arousing students’ interest in studying their majors and promoting favorable study environment. The construction of 24 hour self-study rooms will be accelerated and good study habits will be fostered. Efforts will be made to improve class attendance and evening self-study attendance so that the number of student make-ups and downgrades will be reduced.

Jiang Yufeng, director of International Cooperation and Exchange Department, pointed out that based on the objectives of “double first-class” construction, new channels for cooperation should be opened up, and effective cooperation with overseas universities should be enhanced. Through the integration of the resources from member universities and fully use of academic advantages, cooperation and exchanges in the field of education with relevant universities will be fostered. Talent inviting project will be enhanced and overseas professionals will be employed to work on long-term or short-term contract in HUST, and to conduct academic exchange and scientific cooperation, thus improving the teaching and research quality of HUST, expanding the disciplinary and international influence of HUST, and improving the ability to serve innovative development and Belt and Road Initiative.

Duan Hongwei, dean of Science and Engineering Institute, stated that “double first-class” construction serves as a starting point, from where high-level talents should be cultivated, environment for the development of talents should be improved, and construction of talent system should be guaranteed. The Institute of Science and Engineering has revised Top Talent Training Program, and has formulated several documents such as Top Talent Cultivation Scheme, and Special Talent Zone Support Program, thus providing ways of development for exceptional talents. Using “special talent zone” as a platform, it has striven to introduce talents and groups at home and abroad. By strengthening publicity of supporting policies, a favorable atmosphere for talent cultivation has formed.

Vice President Fang, in his concluding remarks, pointed out that “double first-class” construction is closely related to the development objectives of the university, thus being a central task for further development. He set our four requirements for the construction of “double first-class” university. The first requirement is to reconstruct undergraduate education and transform thinking modes. Another requirement is to reconstruct university culture, arousing fine sentiment to HUST. It is also imperative to redesign strategies for strengthening the university, and face problems head on. Finally, responsibilities need to be carried out in a down-to-earth manner. In accordance with the initiative for “double first-class”construction, Vice President Fang proposed five detailed plans. Firstly, great emphasis should be put on the initiative and consensus should be reached. With a sense of honor and a sense of crisis, the university shall be equipped with the awareness of forging ahead, focusing on “double first-class” construction and the fourth round of discipline evaluation, making development objectives according to the evaluation criteria. In addition, widespread publicity should be given to the construction of “double first-class” university, creating a favorable atmosphere. Furthermore, development promotion conference should be held to give awards to the role models, thus setting good examples. Another proposal is to break the restraint of the inherent working mechanism. Finally, for each discipline, meticulous planning is needed, which will be carried out step by step.

In closing, Vice President Fang emphasized that when presented with the great opportunity of building “double first-class” university, it is of vital importance to fully understand and implement the spirit of the 19th CPC National Congress. He expressed his hope that all faculties should remain true to the original aspiration and keep the mission firmly in mind. The “double first-class” construction should be high on the agenda, and reforms should be put into practice. By seizing opportunities and forging ahead, HUST will strive to break new grounds.
