In the report, she pointed out that in 2011, under the guidance of “Eight Economic Zones”, “Ten Top Projects” strategic plan, we have vigorously promoted the High-Tech Industry Concentration Development Zone. The province’s technology strength nationally ranked 12; High-tech output value increased to 500.5 billionyuan, with an increase of 27 5%; the scientific and technological achievements application rate reached 85.14 %, with an increase of three percent; the number of the patent applications increased to 23,432, with an increase of 128%. All these data show that the development of science and technology in Heilongjiang has a good start in the “twelfth Five-Year Plan”. In consideration of provincial science and technology work, he emphasized the importance of understanding the situation, emancipating the mind, persisting in putting priority in science and technology and accelerating the pace of reforming the science and technology system.
