Recently, Education Department of Hei Longjiang Province issued an file that our university’s three Provincial Key Laboratories in Universities (Modern Manufacturing Technology and Cutting Tool, Research and Application of Materials and Measuring Technology and Instrument) are Rated as Excellence during theEducation Departmentevaluation in October, 2012, and have obtained a million funding fromEducation Departmentfor construction respectively. There are 48 Key Laboratories in Universities participated in the evaluation, and only 30% of laboratories rated as excellence.

Education Department conducts the evaluation every 3 years onKey Laboratories in Universities which are officially open, and mainly focuses on the integrate operation performance of the labs.The main parameters for evaluating are conciseness of research direction, level and contribution of researches, construction of faculty and cultivation of talents, and open communication and operational management. The results of the evaluation are ranking as excellent, good, qualified and unqualified. According to the rules of survival of the fittest competition, they will strengthen the intensity of financial aid for the laboratories rated as excellence, and give priority to recommending those laboratories applying for national or Education Ministry’s key laboratories. As for the unqualified labs, they will be revoked.

Our university owns 6Provincial Key Laboratories: Engineering dielectric and Application, Modern Manufacturing Technology and Cutting Tool, Research and Application of Materials, Measuring Technology and Instrument, Motor and its Control, and Green Chemical Technology. Key Laboratory on Engineering dielectric and Application which got the exemption from the evaluation ofEducation Departmenthad alreadybeen checked and accepted by experts group from Education Ministry in August, 2010, and opened officially.

In the future, ourKey Laboratories will adhere to the purpose of technological innovation and boost to the output of important scientific research, integrate tightly with the economic and social development needs of our province, highlight unique features, orient the forefront of scientific development, make great efforts to train outstanding young and middle-aged teacher team, conduct academic exchanges and cooperation, improve the labs’ scientific research standard and capabilities of service to society.
