President Li Dayong Presides the School Allowance Allocation Scheme Seminar

From Jan. 7 to 9 when the winter vacation just started, President Li Dayong organized a seminar to have an in-depth discussion on the allowance allocation scheme with leaders from different departments, such as Personnel Department, Academic Affairs Department, Science & Technology Department, Graduate School, Discipline Construction Department, Laboratory Management Office, Institute of Higher Education, etc. Vice President Zhao Hong, Meng Dawei, Wei Xinlao and the President Assistant Rong Panxiang attended the seminar.

To enable each faculty to not only share the fruits of the development and progress of our university, but also shoulder the responsibility of a better construction to face the pressure from the fierce competition of higher education, the drafting work of the school allowance allocation reform program was started in the second half of 2012.

The guiding ideology of the reform is to adhere to the principle of quantitative assessment, performance allocation, increase in total number, excellent labor excellent remuneration, giving full play to the constraints and incentives, so as to enhance the sense of responsibility of the school faculties, mobilize the school faculties’ enthusiasm and creativity on teaching, researching and managing.

According to the overall design of the reform program, school allowance is divided into two parts: post allowance and performance allowance. Four posts are set allowing for the reality of our university: teaching and researching, party management, teaching aids and workers & services. And these four posts are also divided into different levels respectively, 4 grades the first one, 7 grades the second one , 4 grades the third one and 5 grades the last one. The retired faculties’ living allowance will also be increased accordingly. The teaching and academic research of the Teaching and research staff will be measured as teaching points and academic points. Over fulfilled faculty will acquire more allowance allocation which equals to their performance. Those who can’t fulfill the basic workload will not get the allowance, and for those who failed to accomplish the basic workload for three consecutive years will be demoted or dismissed. The staff for the party management, teaching aids, and service department who perform their duties in accordance with job requirements and passing the exam of the year will be entitled full amount of the post allowance. Those who failed to complete the task of the year will not acquire the post allowance.

According to the vacation schedule, teaching skills, academic workload scoring measure and reward & punishment rules will be discussed. A discussion draft about school allowance calculation on faculties from various departments and staff of different levels is to be formed. We also need to hold meetings to collect the opinions of the faculties. After the discussion in the teaching representative assembly, the draft is to be submitted to the president’s office and will be carried out after approval.
