The major task of the conference is to further study and implement the spirit of the 18thCPC National Congress. The educational program is going to be analyzed and arranged.
1.The Status Quo of the Educational Sector
Under the guidance of the central government and the support of governments at all levels, Chinese education gains rapid development. Progress has been achieved in the following aspects. Firstly, priority is given to the educational sector. With the increase of fund, the infrastructure is improved greatly. Secondly, centered on the requirements of the general public, educational equity is guaranteed. In 2012, the government began to carry out incentive system in terms of the postgraduate level. Till then, the subsidization system from kindergarten level to postgraduate level was established. Thirdly, quality is emphasized. Quality project is conducted to ensure teaching quality in higher institutions. The Education Ministry, 20 other Ministries and seven trade associations jointly cultivated talents. Fourthly, reform and opening-up is deepening to invigorate educational development. Modern educational regulations are advocated. Meanwhile, the Education Ministry stressed the publication and participation of key decisions. Fifthly, the Education Ministry performs a vital role in maintaining social harmony and stability. In conclusion, the educational sector enjoys such rapid developing momentum that it receives praise home and abroad. However, we have to be clear-minded that there is still gap between our work and people’s expectation. Chinese education still has a long way to go regarding educational content, method, and management.
2.The General Requirements and Major Tasks
This year is vital for realizing education modernization. Furthermore, it is also exceedingly significant for implementing education program in the 12thFive Year Plan. Firstly, all the staff in the education sector are required to study the spirit of the 18thCPC National Congress. Secondly, education should base on the cultivation of morality of students. The task of education is to cultivate students with intelligence and judgment. Thirdly, innovation is of urgent need. Improving quality is the pressing task of education. Fourthly, the undeveloped area in terms of education is going to be aided to minimize the educational gap. Fifthly, the Education Ministry is going to attempt every effort to promote harmonious development of education in all aspects. Sixthly, reform in education sector is supposed to be deepened to ensure the breakthroughs in essential area.
To meet the expectation of the people is our obligation. We should persistently push forward Chinese educational modernization, and contribute to the construction of socialism with Chinese characteristic.
