A community law clinic was launched in 2009 under the cooperation of the Law School of HUST and the Municipal Government of Nangang District. Over the past four years, teachers and students in the Law School have been to every community in Nangang District again and again to repay the society by offering free services and helping the residents with their troubles related to legal affairs. This law clinic educational mode is a very commendable attempt in innovation education pattern to the students of the Law School. It tallies with the social governance of the government and the new research of the Law School in undergraduate education so that it serves both the functions of the fundamental governance and those of the cultivation of talents. This mode brings the education of law out of classrooms into realities, offers more opportunities to the students for the practical use of their knowledge, and what’s more, turnsHUST’s motto “Unity of Knowing and Doing” into realities.
Teachers and students of the Law School have been devoting to turning “Unity of Knowing and Doing” into realities all the time silently. So far, this clinic has helped with the mediations of over 400 disputes in the communities including the mediations of 12 group events of petitions, the authorized attorneys of over 30 cases, the salvations of 3 people who would threaten with death and so on. Their experiences of “launching law clinic in community, providing law experts to help the residents, and making a new stage of mediations by the third party” were generalized as “Harbin Mode”, which was regarded as an example in the innovation ofsocial governance.
After years of painstaking efforts, this mode (the cooperation between the Law School and the Municipal Government of Nangang District) has been made popular as a typical example of cooperation between governments and universities in all the 15 vice provincial cities in the country. Apart from raising the quality of talents in the science of law, it also provides a necessary law protection to local economic development. Owing to this, HUST was awarded“A model university in serving local law constructions”and“A model university of cooperation between governments and universities”in the year of 2011.
“Unity of Knowing and Doing” is engraved not only in a huge stone in front of the main building in HUST but also in the hearts of teachers and students of Law School. Rewarding the society, helping those in trouble and poverty by their knowledge learned in the university and putting the university’s motto into realities are the lifelong pursuit of teachers and students of the Law School. Because of these, we are 100 percent sure that the law clinic will continuously play further positive roles under the hard work of the teachers and the students and the leadership of the university and the Law School.
The law clinic attracted the media and their reports helped make positive impacts in the society. The clinic was ever broadcast by media like CCTV, Harbin Television, “Legal Daily” (a newspaper), and “Democracy and Legal System” (a journal). On February 15, 2014, their deeds of mediation of disputes for the residents in Sanxing Community, Rongshi Subdistrict was broadcast in Heilongjiang News program in Heilongjiang Television, The broadcast affirmed the positive roles of the law clinic in defusing or dissolving contradictions of the people at the grass-roots level, and in promoting harmonious communities. The law clinic was taken as a new attempt in social governance.
