[Editor’s note]Since the inception of the 21st century, complex and profound changes have taken place in both international and domestic situations. Reform has becomethe most obvious characteristics of the present era. As to education in China, we must realize that under the background of world mult-polarization and economic globalization, there is no other alternatives for it but to integrate into the tide of reform and opening up and the process of modernization so that we can get out of all the trouble water around us.
Since the 18th Party Congress, under the leadership of Xi-led CPC central committee, the whole society have paid close attention to the reform and development of education, esp. higher education, whose reform process is greatly furthered in many fields, including personnel training system, examination & recruitment system, modern school system, institution running system, management system, etc.
InThe Decision of the Central Committee of CPC on some Key Points to Further Reform Comprehensivelypassed on the third plenary session of 18th Party Congress, new request and new deployment were made in education reform, which reflects the accurate grasp of Xi-led CPC central committee on the characteristics and actual needs in the current stage of education reform and development, sets the direction of higher education reform and will surely contribute a lot for us to achieve further development of higher education and improve the quality of higher education comprehensively.
Now all governments, from central governments to local governments, from MOE to local education authorities, are working on measures and ways to deepen education reform so as to promote comprehensive reforms in education. For example, Yuan Guiren, China’s minister of MOE, indicated the importance and urgency of furthering comprehensive reform in education, as well as some key points, crucial priorities, and safeguard measures in his report. On February 24, the 2014 Heilongjiang annual conference on education was held and put forward clear requirements to promote the reform of education, to promote fair education, to promote the quality of education and to promote education management, etc. in our province.
In 2014’s HUST workshop and all cadres and backbone teachers’ conference, it was stressed again and again that in this year, guided by the spirit of the 18th Party Congressas well as its third plenary session, HUST will promote binary management project steadily, and in accordance with the unified deployment of provincial CPC committee and provincial government, simplify the administrative organizations and enhance their working efficiency, establish and perfect modern university system suitable to its own current situation and fulfill HUST’s further development.
So HUST is in the critical period of transformation, with both development opportunities and dreadful hazards in front. Only by seizing opportunities to carry on the practice of comprehensive education reform and unify our thoughts, raise our awareness and form combined force of the reform can we implement the task to obtain better and faster development in the new era. All cadres and teachers in HUST, though at various levels, should take responsibilities to arouse the positive energy as explorers, participants, practitioners and promoters in education reform, manage to seek breakthrough and realize HUST’s dream of being a strong university as early as possible.
