At 8:30 of Dec. 29,in the solemn tune of “March of the Volunteers”, PRC’s national anthem,the opening ceremony of the 3rdHUST’s CPC Congress started grandly in the Lecture Hall on the fifth floor of the Main Teaching Building, West Campus.
Altogether 192 Party members from allHUST CPC branches at different levels weredelegatedto attended the congress, 190 of whom were present (the other2 having asked for leave on sick or business). Besides, Zhang Xiaolian, minister of Publicizing Department as well as one of the members of Heilongjiang Standing Committee of Provincial CPC Committee, Wang Fa, vice minister of Organization Department of Provincial CPC Committee, Li Dongming, vice Party secretary of Provincial University & College Work Commission and Provincial MOE Party Branch, Cheng Yong, guiding director of Organization Department of Provincial CPC Committee, Qiu Jie, minister of Organization Department of Provincial University & College Work Commission and director of Provincial MOE’s University & College Cadre Department, and all HUST’s retired or incoming retired leaders, democratic parties principals, non-delegated cadres above deputy section level and some student Party members, attended the ceremony as distinguished guests or non-voting delegates.
Theopening ceremonywashosted by HUST’sPresident Li Dayong, andstartedwith the opening address delivered byMinister Zhang Xiaolian, who extended warm congratulation on be half of Provincial CPC Committee and Provincial People’s Government to the congress as well as the whole HUST working staff, esp, those Party members.Minister Zhange highlyofthe contribution HUST had ever made on the social and industrial development as well as higher education of Heilongjiang Province, and hoped to see greater progresses inHUST’s educational reform and Party construction.
On the opening ceremony, HUST’s Party Secretary Zhao Guogang made a Party committee work report under the title of “To Strive for the Career ofDeveloping HUST into a High-leveled University with its Own Special Characteristics in Teaching and Scientific Research by Comprehensively Strengthening Party Construction andPromoting Reform & Innovation Here and Now”, on behalf of the second CPC Committee of HUST.
In the report, Party Secretary Zhao made an overall review of the work done in HUST and the corresponding achievements& experiences we gainedduring the last nine years since the 2nd HUST’s CPC Congress, analyzed the situation and challenges HUST confronted right now, defined the guiding principle, tasks and measures, and especially stressed the importance of promoting cultural construction in HUST.To sum mp, he planned comprehensively the ways to reinforce HUST’s Party construction, including leadership construction, ideology construction, organization construction,working style construction and implementation of combating corruption & upholding integrity.
After the opening ceremony, all delegates were divided into differentgroups to study the spirit ofMinister Zhang’s speech,discussand propose comments on Party Secretary Zhao’s report as well as the work report of HUSTDisciplineInspection Commissionwritten byHUST’sViceParty SecretaryWang Zhihao, and the draft of resolutions onworkreports ofHUST’s Party Committee &DisciplineInspection Commission, and work out their suggestions.
