On November23rd,2023, President Liu Xia, on behalf of the university, signed a strategic cooperation framework agreement with the Information Office of the People’s Government of Heilongjiang Province and the Education Department of Heilongjiang Province, in which the three parties will set up a joint laboratory for cybersecurity, and will cooperate deeply in scientific research projects, training of special talents, and transformation of scientific and technological achievements to jointly promote the cultivation of talents in the field ofcybersecurity. The aim is to deeply practice the overall national security concept, facilitate the national network security talent team construction and national strategic demand response, and implement the work deployment by Ministry of Education and other six departments on the implementation of higher education network security personnel training“Practical Ability Improving Project”.
At the signing meeting, Li Hai’ou, director of Information Office of People’s Government of Heilongjiang Province, Cheng Shuang, deputy director of Education Department of Heilongjiang Province, and Liu Xia, president of the university, signed the agreement on behalf of the three parties.The signing of this agreement is not only a concrete practice of the“practical strengthening”action for joint talent cultivation between colleges and cybersecurity-related departments, but also provides a rapidly developing supporting platform for the construction of the school’s Cybersecurity College and Cyberspace Security major. The university will take this opportunity to achieve new breakthroughs in scientific research projects, train talents with distinctive features, transform scientific and technological achievements, and contribute to the power of science and technology for“Practical Ability Improving Project”for the cultivation of cybersecurity talents in institutions of higher education.
Harbin University of Science and Technology is committed to cultivating cybersecurity talents needed by the country, with the fundamental task of establishing morality and cultivating people and the mission of cultivating talents for the Party and the country. In 2022, in accordance with the work deployment of the Education Department of Heilongjiang Province, the School of Cybersecurity was established and successfully applied for the major of Cyberspace Security, with the first enrolment of 60 students.The university has scientific research and teaching platforms at the provincial level and above, such as cybersecurity national defence disciplines, the first batch of provincial modern industrial colleges of new-generation information technology, and the first batch of provincial training bases of digital literacy and skills for the whole population. In 2023, theuniversitywas selected as the deputy director unit of the National Digital Security Industry-Education Integration Community and applied for the Ministry of Industry and Information Technology’s Characteristic Cybersecurity Industry-Education Integration Innovation Center. Relying on the characteristic disciplines and platforms above the provincial level,theuniversityhas cultivated a large number of cybersecurity talents with practical skills. In the past three years,ithas won three first prizes in the finals of the National College Students’Information Security Competition. For three consecutive years, it has represented the Education Department of Heilongjiang Province to participate in the national education system’s full-time network attack and defense exercises for two weeks, and achieved excellent results.
