01 Enabling the Implementation of the 20th Party Congress Spirit inHUSTthrough In-depth Study and Promotion
On October 16th, the 20th National Congress of the Communist Party of China (CPC) was successfully convened.The HUST Party Committee recognizes the study and dissemination of the spirit of the party’s 20th Congress as the primary political task and promptly initiates a surge of learning regarding the congress’s spirit. Various measures are taken to promote the communication of the spirit of the 20th Party Congress within HUST.Simultaneously,itactively encourages the spread of the congress’s spirit by establishing an internal communication group headed by the Secretary of the Party Committee and the President. This group carries out 139 communication activities of various kinds, engaging more than 13,000 participants. 02 Achieving New Breakthroughs in Party Building Work by Promoting High-Quality Development of theHUST
Given the improvement of the quality and efficiency of grassroots party organization construction, we must continue to improve the standardization level of grassroots party building. Therefore,hosting the inaugural Forum for Party Secretaries of University and Departmental Party Organizations under the theme of“Liberating the Mind and Promoting Development,”bringing together 1,140 party secretaries from 78 universities for online discussions, mutual learning, and inspiration. Creatinga “demonstration plot” for grassroots party buildingis to establish a clear orientation at the grassroots level. The implementofthe “model branch” demonstration projectandthe cultivationofnational party building “mass entrepreneurship and innovation” standardis tocontinuously enhance the political and organizational functions of party organizations.Grassroots party organizations of HUST successfully passesthe approval of the second batch of “National Party Construction Work Model Branches”, andareapproved to create the third batch of “National Party Construction Work Model Branches”. The advanced experience of the HUST party committee’sImplementing the “Five Actions” to Promote the Quality and Efficiency of Party Building Workhas beenpromoted by more than ten mainstream media such asGuangming DailyandHeilongjiangPioneer. 03 Enhancing Talent Development and Ideological Education: Remarkable Progress in High-Quality Education
HUSTextends 3 national first-class undergraduate majors and 7 provincial first-class undergraduate majors. Up to now, there are 23 national and 16 provincial first-class undergraduate majors, and 16 majors, which are passed the engineering education professional certification. At the same time, 11 teaching achievements of HUST are awarded the 2022 HeilongjiangProvincial Prize for Higher Education Teaching Accomplishments,among which, 2 are special prize, 7 are first prize and 2 are second prizes. In the 6th Heilongjiang Teaching Competition for Young Teachers in Universities, HUST wins 3 first prizes, 1 second prize, and the “Excellent Organization Award”.HUST ranked among the top participating universities, achieving the best results in history.
HUST is selected as the independent pilot unit of “singlestop” student community integrated management model by the Ministry of Education and the first batch of pilot construction units of employment and entrepreneurship service stations in Heilongjiang Province. 04 HUST Fully Implements “14th Five-Year Plan,”andOnce Again Selected as Provincial “Double First-Class” University with Doubling of First-Class Discipline Layouts
“The 14th Five-Year Plan” Education Development Plan of HUST(the Plan)wasofficially released in May. During “the 14th Five-Year Plan”launchedperiod, the university will takethe Plan as a guide, adhere to the path of scientific and high-quality development with innovation and self-improvement, take more effort to the construction of the new double first-class and start a new journey to make HUST a domestic first-class science and technology university with distinctive characteristics.
InDecember, the Department of Education ofHeilongjiangProvince, theHeilongjiangBureau ofHeilongjiangProvince and theHeilongjiangDevelopment and ReformCommission jointly announced the list of universities and disciplines for the construction of a new high-level universities and disciplines with advantages and characteristics inHeilongjiangProvince. HUST was once again selected into the province’s “double first-class” construction universities, and the number of first-class disciplines was 2.2 times than that of the first selection, achieving full coverage of doctorate programs in first-level disciplines. The university is able to strengthen and cultivate four first-class doctorate disciplines in three directions: basic disciplines, cross-disciplinary disciplines and disciplines with urgent needs in the province. Moreover,italso strives to achieve an increase in the number of first-class disciplines and breakthroughs in the optimization of first-class doctorate disciplines. At the same time, the international influence of HUST’s advantageous disciplines is significantly enhanced, including ESI(Essential Science Indicators) global ranking advancing by 262 year-on-year. What’s more, among the top 1% of global disciplines, “Engineering” rises 108 places, “Materials Science” rises 58 places, and “Chemistry” rises 32 places.

05 Forging a Talent Aggregation Hub: Energizing a New Source of Talent Power
From April to June 2022, Professor Cai Wei, the leader of the leading team, Professor Shen Zexiang, a part-time doctoral supervisor, and Professor Sun Lining, a part-time doctoral supervisor, were successively elected as foreign academicians of the Foreign Academician of Russian Academy of Sciences.
Professor Hu Jun was again named to the 2021 Highly Cited Chinese Researcherslist for the second consecutive year, demonstrating the university’s significant contributions and extensive academic influence in mathematics and related interdisciplinary fields.

06 Advancing Scientific Research to Meet National Strategic Needs: Taking a Step Further
In September, the National Natural Science FoundationProject hosted by Professor Chen Qingguo was approved, which is the sixth key project approved since the establishment of the university. In November, three National Key Research and Development Programme projects undertaken by Prof. Chi Qingguo, Prof. Yu Xiaodong and Prof. Xu Jiazhong were approved, with a total funding of nearly RMB 10.5 million excluding enterprise self-financing. The approval of these two types of high-level research projects not only demonstrates HUST’s research capability and strength in the basic and frontierfieldsof the relevant disciplines, but also has great significance in enhancing the level of scientific research in the relevant disciplines and better promoting original innovation and frontier exploration in our university, which has played a positive role in further promoting the construction of the university's double first-class.
In November, a project led by young teacher Li Ao, jointly declared with Shanghai Jiaotong University and Jiangsu University, was approved by the Ministry of Science and Technology for the National Key Research and Development Program for Young Scientists. This is the first time that HUST has been approved for this type of national project, which is another new breakthrough in the discipline construction work of the university.

07 Meeting Industry Needs: Alumni Support and University-Enterprise Collaboration Boost Local Economic Development.
The university takesthe initiative to dovetail with national major strategies and the economic and social development of Heilongjiang, resolutely takesup the responsibility of serving comprehensive and all-round revitalization. Therefore, the universityformulated theHUSTon the implementation of Heilongjiang Province universities to serve the revitalization ofHeiLongjiang Action Implementation Plan, and implementedHeilongjiangalumni investment projects in an open and innovative form. In August 2022, Li Shufu, a distinguished alumnus and chairman of Geely Group,visitedHUSTfor research and investigation. During the visit, the framework agreement on deepening strategic cooperation was signed online between Zhejiang Geely Holding Group Co.,Ltd. and the management committee of Daqing High-tech Zone. The payment for horizontal projects (a type of scientific and technological project) increased by 14% compared with the last year, and increased by 37% compared with last year. Besides,the transfer of scientific research achievements increased by 57% compared with last year, and nearly 200% compared with the year before. The total amount of scientific research funds has increased by more than 10% for two consecutive years, both hitting record highs.
