Recently, the Provincial Department of Education, the Department of Finance and the National Development and Reform Commission jointly issued a notice announcing the list of universities and disciplines in our province's new round of high-level universities and advantageous characteristic disciplines. Ouruniversity wasincluded in theconstructionplan of “Double World-class”project again, and the number of first-class disciplines selected was 2.2 times that selected in the first phase,first-class disciplines with authorization to grant doctorate degreewere fully covered in our university,we develop fourfirst-class disciplinesfrom three needed aspects: basic disciplines, interdisciplinary disciplines and blank disciplines in the province,westriveto achieve newprogressionin the scale and quantity of first-class disciplines, tomakenew breakthroughs in optimizing the layout of first-class disciplines with authorization to grant doctorate degree. In this round of construction, 11 disciplines including electrical engineering, mechanical engineering, computer science and technology, management science and engineering, business administration, instrument science and technology, material science and engineering, mathematics, integrated circuit science and engineering, system science and energy power wereincludedin the list. Among them, instrument science and technology, material science and engineering are new domestic first-class construction disciplines, and mathematics, integrated circuit science and engineering, system science and energy power are new domestic first-classdisciplines.
Since the implementation of the“double world-class”project, the Party Committee of the University has adhered to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics in the New Era and the leadership of political construction, always adhered to the socialist orientation of education, comprehensively implemented the Party's educational policy, strengthened top-level design, deeply understood the old contradictions and new challenges in the period of strategic opportunities, focused on the "double-world-class" construction, and served the national strategy and the all-round revitalization of Heilongjiang by continuously improving our characteristic advantages. We first conducted top-level design, then put reform at a high position,andfinally did a solid job. Over the past year, we have continued to promote comprehensive reform in depth, successfully completed the expected construction goals and tasks, and achieved outstanding results in the construction of the connotation of disciplines, the cultivation of top-notch innovative talents, the introduction and training of high-level teachers, the improvement of independent innovation and social service capabilities, cultural inheritance and innovation, and international cooperation and exchange.With the overall level of education development further rising, the overall strength of the school further strengthening, and the rapid improvement of domestic influence, we have launched a new journey of building a first-class domestic science and engineering university with distinctive characteristics.
In the next phase of the construction of the "Double World-Class" project, the Party Committee of the University would continuously adhere to the guidance of Xi Jinping Thought, deeply study and understand the spirit of the 20th National Congress of the Party, deeply understand the historical, theoretical and practical logic of the 20th National Congress of the Party on the general policies and strategic arrangements for the development of the Party and the country, and actively implement the general secretary Xi Jinping's proposal that "education, science and technology, and talents are the foundation for building a modern socialist country in an all-round way."We would adhere to the principle that science and technology is the first productive force, talent is the primary resource, and innovation is the most powerful engine, and constantly shape the new engine and new advantages of its own development, integrate the strategic needs of the country and Heilongjiang's economic and social development into talent training and discipline layout, take root in the construction of first-class universities and disciplines in Heilongjiang, andundertakethe mission of cultivating people for the Party and the country.
