On the afternoon of May 4th, Jia Yumei, member of Standing Committee of Provincial Committee, deputy secretary of the party leadership group of provincial government and deputy governor of Heilongjiang province came to HUST for a survey of the performance in innovation & entrepreneurship and in reform of public institutions. The accompanying personnel included Wang Youguo, deputy secretary-general of provincial government and Zuo Zhibin, deputy director of Heilongjiang Human Resources and Social Security Bureau. This provincial leaders group visited the HUST National Science and Technology Park, the Collaborative Innovation Center for Applied Technology of Graphene and the Daheng Collaborative Innovation Center for Quantum Control. HUST party secretary Zhang Hongtao, president Li Dayong, vice presidents Guo Erjun and Fang Wenbin were accompanied with the leaders during the survey.
At the National Science and Technology Park, the general manager Yu Yandong introduced to the group the basic conditions and major achievements of the Park, and the featuring services such as high-tech business incubator, the commercialization of research findings, public technology service, cultivation of talents for innovation & entrepreneurship. While visiting the entrepreneurial consulting room, entrepreneurial community, entrepreneurs’ club and simulation office in the Park, the Group had a cordial talk with the teachers and students there, asking in details about the progress of each entrepreneurial team, and about the purpose, major functions, market demand and prospect of the products and services under research and development, and provided constructive advice from the perspectives of technological services and achievement transformation. At the Collaborative Innovative Center for Applied Technology of Graphene, the executive director Chen Minghua introduced the development of the Center from the aspects of establishment of the research team, policy and subject support, talents incubation, project cooperation and products research, and explained the running theory of new energy storage systems and equipment as well as the development of graphene green equipment mass production line. At the Daheng Collaborative Innovative Center for Quantum Control, the director Zhu Zhihan told the Group the echelon construction in the lab and the development concept of “emulating the masters, planning scientifically, based on the reality, setting up platforms, rallying talents, facing the frontiers and top-level design”. Zhu also accompanied the Group on the visit to the laser lab.
After the on-site visits, a symposium with the presence of the Group and the leaders of HUST was held at the 2ndconference room in the main building. The Group listened to the reports and views from the leaders and the representatives of the entrepreneurial teachers and students. Present in the symposium were HUST leaders Zhang Hongtao, Li Dayong, Guo Erjun, Yang Chun, Wang Zhihao, Fang Wenbin, Liu Shenghui and the representatives of the entrepreneurial teachers and students.
President Li Dayong reported the basic conditions of HUST and introduced in particular the specific practices and achievements in the innovation & entrepreneurship of students and in the reform of HUST. Li pointed out that HUST gave a full play to the advantages of industrial featured university and the talent cultivating characteristics of unity of theory and practice and advocating practice, integrated the traditional engineering talents cultivation into the strategic needs of the national innovation-driven development, actively fitted into the deployment of public entrepreneurship and innovation and thus formed an educational system of innovation and entrepreneurship featuring “one body with two wings, three runways and four wheels drive”. Li introduced the major practice, achievements and the working plan for the next step; meanwhile, he presented the scenarios in institutional reform and cadres adjustment, in fixing all posts and personnelin 2014 and 2017 , and in current running situations. He stated that while socialism with Chinese characteristics and the construction of Beautiful Heilongjiang had entered a new era, HUST had also come to a new stage in its development; all the staff members and students had devoted to the construction of “Double First” university and the embracing of the review and assessment of undergraduate teaching and professional certification of engineering education; we looked forward to the further support from the provincial party committee and provincial government and we would pay back the solicitude and care from leaders at all levels and all sectors of society with outstanding achievements in university operation.
On behalf of the entrepreneurial teachers and students, professor Zhang Kaixin from Animation Department, School of Art and Ma Shuai, a graduate in 2012, reported their experience of entrepreneurship respectively; meanwhile, they pointed out the problems of brain drain, fund shortage and high cost during the entrepreneurial practice, which might be solved by the support of entrepreneurial policies and construction of financing channels.
At the symposium, leaders exchanged their ideas on issues such as education of innovation & entrepreneurship, reform of personnel system, professional title appraisal and employment, talent introduction and management, temporary employment and funds for running school.
Zuo Zhibin, deputy director of Heilongjiang Human Resources and Social Security Bureau, emphasized that the reform of income distribution in public institutions should be oriented to high-level talents and he introduced the progress of provincial reform in income distribution, which is one of the major concerns of university staff; he also expressed that the personnel in Human Resources and Social Security Bureau would actively coordinate with relevant government departments in the effort for supporting innovation & entrepreneurship of college students.
Wang Youguo, deputy secretary-general of provincial government, shared three of his feelings after the visit: first, it was an eye-opening experience to see the prominent features and abundant achievements of the platform for transformation of scientific and research achievements such as HUST National Science and Technology Park, the Collaborative Innovation Center for Applied Technology of Graphene and the Daheng Collaborative Innovation Center for Quantum Control; second, he had mixed feelings after realizing that although the achievements in scientific research and talent cultivation were quite exciting, there was still a long way to go before the achievements could help to promote the economic and social development in Heilongjiang. Third, the future was still quite promising as long as we could remember general secretary Xi Jinping’s words “development should be based on the industrialization of scientific and technological achievements, on introduction of foreign investors and on recruitment and management of talents from different areas.”
Deputy governer Jia Yumei said that after on-site visits, listening to reports, and approaching the basic conditions and main features of HUST, and she would like to give full recognition on HUST’s performance in innovation & entrepreneurship, industrialization of scientific and research achievements, and basic research, as well as on the passion and atmosphere of entrepreneurship among the teachers and students and she hoped that HUST would lead in the high-tech industrialization in Heilongjiang. She emphasized that as the cradle for talents, power source of innovation and an essential drive for the economic and social development in Heilongjiang, and higher institutions should give full play to their function of setting high standard moral values and cultivating people under the guidance of General Secretary Xi Jinping’s thought of socialism with Chinese characteristics in the new era, keep strengthening education on ideology and morality, and on socialist core values, implement innovation&entrepreneurship education throughout the whole process of education, inspire college students’ vitality for innovation&entrepreneurship, serves the major industries in Heilongjiang province with their own features, and devotes greater efforts for transformation of scientific and research achievements and for serving the local economic development so as to attain further achievements in the construction of beautiful Heilongjiang, prioritize the task of encouraging and guiding college students’ entrepreneurship by raising the awareness of, strengthening the guidance of, carrying out the training of, establishing the platform for and releasing the students’ potential of entrepreneurship, and intensifies the inspirational role of post appointment mechanism to ensure the steady progress of reform in higher institutions; meanwhile, she promised that provincial committee and government would put more effort in establishing platforms and creating sound environment for employment and entrepreneurship.

Present in the symposium were also leaders from HUST office, the Department of Teaching Affairs, the Department of Science and Technology, the Department of Personnel, the Department of Students, National Science and Technology Park, Institute of Science and Engineering, Innovation&Entrepreneurship Center, Collaborative Innovative Center for Applied Technology of Graphene, Daheng Collaborative Innovative Center for Quantum Control.
