On Apr. 13, the provincial launching conference in the “Special Event in Application of Scientific and Technological Achievements” was held in Qitaihe. Attendees included Chen Changyong, DeputySecretary-ofProvincialGovernment, Zhao Min, Party Secretary and Director of Provincial Science and Technology Department , Zhang Xianjun, Secretary of Qitaihe Municipal Communist Party, Guo Xinshuang, Deputy Secretary of Qitaihe Municipal Communist Party and Mayor, Zhang Xinghai,Deputy Mayor, Yang Tingshuang, Standing Deputy Director of Provincial Science and Technology Department, Han Lihua, Deputy Director of Provincial Development and Reform Commission, Zhu Xinting, Chief Engineer ofProvincialIndustry and Information Commission and Han Yanping, Director of Science and Technology Department of Provincial Department of Education. Comrades from Science and Technology Departments of 13 cities and prefectures, some universities, research institutes, technology parks and those who are in charge of the relevant departments of Qitaihe, counties, parks and enterprises attended the conference. Vice President Wei Xinlao participated in the conference and addressed it concerning the cooperation between National University Science Park of HUST anddevelopmentzonesin Qitaihe. Yu Pengtian, Manager of Science Park and Huang Jisheng, Deputy Director of Science and Technology Department also attended the conference. Zhao Min, Party Secretary and Director of Provincial Science and Technology Department, presided over the conference.

Leaders present joined in the opening ceremony of “HUST (Qitaihe) National University Science Park”, “Heilongjiang Science and Technology Business Incubator” and “Qitaihe Sub-center of Heilongjiang Institute of Science and Technology Research Center of Modern Analysis and Testing”.
Chen Changyong, DeputySecretary-ofProvincialGovernment, made an important speech. He pointed out that the goal of launching the “Special Event in Application of Scientific and Technological Achievements” is to accelerate the construction of “Managing Human Resources in Science and Education to Promote the Provincial Strength” and to transform the advantages of scientific and educational resources to those of economic development to provide the services and support for the construction of provincial large projects.
Before the conference, Wei visited and investigated the business center in the economic developmentzoneand the incubator building under the construction, accompanied by Liu Li, Director of Qitaihe economicdevelopmentzones, and exchanged views on the further cooperation between the science park and economicdevelopmentzones.
