Comrades,

It is the first year to fully implement “12^thFive-Year Plan”. By stimulating our faculty to actively participate and putting our heads together, we have drafted the development planning and orientation of “12^thFive-Year Plan” in the second half of 2010, which will be discussed in the Party committee, issued and implemented after being passed. The first year is very important in completing the tasks in the next five years according to the arranged planning from the aspect of historical experience.

Let us make a prospect of domestic situation by broadening our horizon. 2011 is the critical year at an important period of strategic opportunity. Therefore, it is a significant strategic task to take the initiative to cope with international economy and new political situation, patterns and changes, thus making China’s economy develop stably, healthily and rapidly, with the scientific development as the core and the transformation of economic development as the basis.

International situation covers three aspects. First, the global economy being stable, the influence of financial crisis is far from being removed and global economy struck by the crisis cannot be fully recovered in a short period of time; second, increased tension on the Korean Peninsula has been presented; third, Middle East and North Africa are in political turmoil.

Considering international, domestic and our university’s current situation, we further understand the true meaning of the sentence “opportunities and challenges coexist” and feel a heavy burden on our shoulders. Improving the quality and ability of our leading cadres to assume the responsibility with contemporary characteristics is a major issue we must face, as well as the essence of organizing the cadres-training course at the beginning of the new semester.

The majority of leading cadres in our university are excellent. Being confronted with domestic situation and complicated international situation, we need to enhance our own ideological consciousness, political level and working ability. Otherwise, we will gradually lose the trust of staff and students. The core of strengthening the construction of leading cadres is to adhere to the advanced and excellent features of Chinese communists. The general requirement is to earnestly assume the responsibility with contemporary characteristics, consciously stick to communists’ pursuit and withstand the test for communists. To sum up,we need to focus on the following aspects to strengthen the construction of cadre team.

First, we should have firm ideals and beliefs which are driving forces to a man’s growth and the current work.

Second, we should bear in mind the tenet of Party and gain a foothold in the current profession with occupational dedication, which is characterized by self-cultivation, diligent practice, commitment to the work, serving for people, being self-disciplined and being free from corruption.

Third, we should enhance learning and develop a self-learning habit. It is known that ability stems from knowledge and knowledge stems from learning. There are three ways to acquire knowledge, that is, systematic education from school education; self-reading from books and social practice from work and life. In terms of the endless ocean of knowledge and limited life energy, leading cadres should put the emphasis of learning on the following respects: reading more about philosophy to be equipped with a dialectical materialistic mind; reading more about politics to have a clear mind; reading more about history to calm down; reading more about laws to know the rules and be honest; reading more about science and technology to master the advanced knowledge; reading more about literature to cultivate oneself. The above six aspects are the overall requirements. Different comrades may have different choices in different periods.

Fourth, we should strengthen the cultivation of party spirit to maintain a good attitude. The cadres should have appropriate attitude towards the organization, the masses, themselves, comrades, power and reality. It boils down to loyalty to organization , true passion to the masses, sincerity to the masses, fear to power, dedication to reality and culture to themselves.

Fifth,we should be self-disciplined and honest in political career.A correct concept of happiness should be established, which involves a deep understanding of happiness, a rational feeling of happiness, a reasonable pursuit of happiness, a sensible enjoyment of happiness and a correct positioning of happiness.

I stayed up for three nights to work on the speech, which is full of my personal thinking, experience, understanding and effort apart from speech spirits of superior leaders and essence summarized by ancestors. My speech is to trigger thinking, improve carders’ ability and quality and better construct the cadre group in the university and section levels, hence leading our faculty members to strive hard and pushing our university to a higher stage of development.
