Plumblossoms highlighted by snow wave to the old year, while our vigorous spirits embark on a new year of harvest.
Recalling the blazing year 2013, we see sturdy and clear tracks; looking forward to the hopeful year 2014, we feel the coexistent challenge and expectation. At the closure moment for the 63rdyear of HUST, greeting the spring of 2014, I would like to extend my sincerest wishes and regards to the industrial teachers, to the students who are in the prime of time, to the retired staff and alumni from home and abroad on behalf of our university: Happy New Year to all!
In 2013 all the teachers and students strived to further enhance the intension construction, and achieved symbolized results in succession. In this year, we promoted talents cultivation quality, proceeded to educational reforms, innovated training modes, completed the first enrollment for Daheng Elites Experimental Class, and gained fruitful achievements, such as national experimental teaching demonstration center, college students off-campus bases for practice education, first reform pilots among local universities of “undergraduate teaching project”, and majors for “ the excellence initiative” of The Educational Ministry. In this year, we focused on the discipline connotation and faculty level, realized the provincial leading talent echelon covering all provincial key disciplines: 4 disciplines were included in the first and second level developing targets of “535 Projects”, 4 new Longjiang Scholars added, 2 Longjiang Scholars renewed, and 2 alien of extraordinary ability brought in with one having achieved German Humboldt Research Scholar Award. In this year, the university got the second consecutive key projects approved by the national natural science funds, the number of projects and total funds of scientific research continued to grow, authorized patents and three major retrieval publications increased steadily, The National University Science Park won a number of achievements. In this year, the university got approval of qualified units for youth backbone project and accepting international students with China Government Scholarship by China Scholarship Council, made solid progress in foreign exchange work, further implemented cooperation with Rongcheng municipal government, and achieved good start in co-construction of Rongcheng Incubator. In this year, we continue to establish all-round educational system: the counselor team won national honor for the third consecutive year; one student was named self-improvement star of Chinese college students; one social practice team was honored as key national team of "officials". In this year, Undergraduate and graduate matriculate quality have improved obviously: Undergraduate recruited first batches in 7 provinces (autonomous regions and municipalities); the lowest threshold score in 10 provinces was more than 50 points above provincial admission line; the admission line for first batch science students in Heilongjiang Province was 7 points more than the provincial line; and that of the second batch was 71 points more.
In 2013, the whole university cooperated with absolute sincerity, overcoming huge funding difficulties, adhering to unification of school development and the well-being of the staff, and strengthening the construction of educational basic condition. In this year, with all kinds of increased rigid spending, hard-to-find financing means, and apparent contradictory balance, facing all these long-term bottleneck problems, all the university were scrambling for cracking and finally achieve its smooth running. In this year, facing the status quo of treatment improvement for the teaching staff, we overcame great difficulties and started allowance distribution reform plan, taking an important step in internal distribution system reform. In this year, we intensify the building of teachers’ and students’ living conditions: completely reconstructed single faculty apartments, equipped the students apartments with electric water heater, and officially launched the construction project of 20,000 square meters students apartments and Innovation and Startups Training Center. In this year, cooperated with off-campus hospitals, we implemented a systematical physical examination for all 4,150 staff members. Meanwhile, the campus hospital put the medical ability construction i on its agenda, therefore, the health care and medical conditions for teachers and students will be further improved in future. In this year, we restored first class management mode for retirement work, in which the university accepted responsibility and service in exchange for the happiness boost and unanimous agreement from the retired staff. In this year, HUST cultural foundation based on main concept of “Honesty, Practicality, and Double Respect” has been increasingly recognized by the teachers and students. It not only has gradually become the conscious action of the entire university, but also is becoming consciously abided basic principles for policy making and reform promotion. In this year, we earnestly study and implement the spirit of the third plenary session of The 18th National Congress, further carry out the mass line education practice. The leading team of the university and each college carefully inspect the Four Problems, listen to the advice and voice of the teachers and students, and earnestly formulate corrective actions, which will play important role in strengthening the cadres team construction for sure.
Each accomplishment of the past cannot be obtained without the diligent work and sweat of the entire university, which embodies the care from friend from all walks of life in the society, full of love from the alumni. HereI would like to express my sincere gratitude and noble salute to them.
In the new year, guided by the spirit of the third plenary session of The 18th National Congress, we will deepen internal management mechanism reform, streamline government organs, and formulate capable team. Driven by the university statutes and regulations, we will strengthen the construction of modern university system in an all-round way, and further enhance the university’s administration power. Taken the university strengthening construction as impetus, we will optimize top-level design, emphasize the implementation of responsibility, and determine the clear effective timetable and routemap concerning the key works.
In the new year, we will emancipate our mind, seeking truth from facts, establish and improve the candidate employment mechanism and incentive assessment mechanism for cadres which better service in the development of the school. We will select and appoint honest and upright cadres who are competent for the job and supported by the masses, who dare to take responsibilities, work for the people, and deal with concrete issues to the right places, and we strive to establish a cadre’s team that can complete target with high quality requirements.
In the new year, taking the establishment of the secondary management system, the implementation of teachers’ posts appointment, and the improvement of internal allowance distribution system as the breakthrough point, we will explore the effective ways to support the construction of a powerful university. Taking quality assessment as the key point we will accelerate teaching staff construction. And taking academic upgrade as target, we will strengthen all kinds of work, such as teaching, researching and discipline construction in an all-round way, so as to initiate new prospect for talents quality, research level, and the upgrading of discipline comprehensive strength.
And in the new year, we will get through more difficulties with more courage and wisdom, start the smooth construction of teachers’ apartments as scheduled with the efforts of the whole university, satisfy the teachers and students by a sharp rise of the quality of students’ canteen through system and mechanism innovation, fully demonstrate the development strategy for Rongcheng College, scientifically plan the resources allocation of the east campus, and finally realize the overall layout and scientific development of the university under the guidance of scientific outlook on development.
2014 will be the year in which HUST will create new dimension and hold more and higher expectations. We must take the construction of a high-leveled university with people’s satisfaction, social recognition, and alumni’s pride as our goal unswervingly, adhere to various accomplishments such as symbolized achievements, intension promotion, school’s development, and people’s livelihood improvement, vigorously carry forward HUST’s distinctive culture: being honest, practical, academical, and respectful, and strive to create fine environment for telling truth, doing practical work, comparing skills, and focusing on achievements. I firmly believe that if the cadres propose and execute plans, if the teachers fulfill their duty bearing ethics and skills in hands, and if the students study hard with self reliance, the common ideal for all HUSTers will be realized for sure! So let us join hands to create new brilliance with our strong conviction, solidarity, inspiring spirits, and down-to-earth working style!
