1.HUST Granted State-level off-campus Internship Bases


In May, according to the File No. 48, 2013 publicized by of Higher Education, MOE, China, two HUST engineering practice and education centers jointly built with Jiamusi Electric Machine Co., LTD and Avic Harbin Dongan Engine (Group) Co., LTD individually, were approved as state-leveled undergraduates’ off-campus internship bases supported by “National Undergraduate Cultivating Program”.

There are altogether 538 state-leveled undergraduates’ off-campus internship bases for local affiliated colleges and universities, including 23 ones for 15 provincial affiliated colleges and universities in Heilongjiang were approved by MOE, which aims at the construction of a new talent cultivation system among colleges, universities, enterprises, research institutions, government agencies and other work places for all walks of life in society.

With the approval of the two state-leveled undergraduates’ off-campus internship bases, HUST’s educational reform and teaching innovation have reached a new stage. It should be another important and proud-worthy benchmark after we ranked among MOE’s Outstanding Engineers Education Program implementing universities (2011) and won six state-leveled engineering practice & education centers (2012).

2.Two Counselors in HUST Received Award Consecutively in National Counselors Competence Contest


On May 25th, the Second National Counselors Competence Contest was held in Wuhan University. The counselor of School of Reserve Officers, HUST, Chen Jiawei participated in the contest representing Heilongjiang Province and ranked the fourth in the national level. He was awarded the second prize, which was the best result of the counselors in HUST in the Contest.

The Contest has been held twice. Counselors in HUST have continuously obtained best results in Heilongjiang Province. In 2012, Li Li from School of Management, HUST, was the only competitor who advanced to the final in Heilongjiang Province. She finally ranked the 12th in the national level and was awarded the third prize.

The Contest involved the initial selection, quarter-final and the final. The final was composed of speech, case analysis and mocking talk. Ren Jiawei due to his adequate preparation, proficiency and flexibility ranked the fourth in the national level.

In April, in the Second Provincial Counselors Competence Contest, Ren Jiawei was awarded the first prize, which qualified him to participate in the national contest representing Heilongjiang Province.

3.Zhao Guogang Appointed HUST’s New Party Secretary


On July 2, a conference for all HUST cadres and backbone teachers was held. Zhao Baogang was appointed as HUST’s new Party secretary by the Provincial Party Committee. Zhang Xiaolian, minister of Communication Section as well as a member of the Standing Committe of Heilongjiang Province attended the conference. Some other leaders from Provincial Party Committee, including Xu Mei, director and Party secretary of provincial education  as well as Party secretary of the college work council of provincial CPC committee of Heilongjiang, etc, HUST’s whole leading staff (including those who retired in the last 3 years), all cadres above deputy  director level, professors and democratic parties principals attended the conference.

Wang Fa, a Member of Standing Committee of Provincial Committee, announced the decisions on appointment and dismissal of HUST’s main leaders: according to the decision of the Standing Committee in June 25th, 2013, Zhao Guogang was appointed as the new Party Secretary of HUST and Gao Jun was dismissed.

Zhang Xiaolian also proposed his expectations representing the Provincial Committee in three aspects in HUST’s future work: first, to recognize the current situation and fulfill the responsibility to develop higher education; second, to attain the goal of becoming first-class regional university of science and technology; third, to construct a competent leading team with great management art.

4. HUST Initiated and Promoted the Party’s Mass Line Educational and Practical Activity


On July 12th, HUST has initiated and promoted the Party’s mass line educational and practical activity. The activity was directed by the leaders and conducted in all levels. The purpose was to lead party members and leaders to reflect on their work and correct mistakes to get rid of formalism, bureaucracy, sensualism and extravagance. In education and taking suggestion, 157 surveys were conducted, 34 forums were held, 116 individual talks were carried out and 312 suggestions were collected.The Reform of Party’s Mass Line Educational and Practical Activity in HUSTincluded 3 types, 15 aspects and 65 specific programs. 24 programs has been fully conducted, and 41 programs were undertaking. The educational and practical activity was conducted successfully.

5.Electronic Engineering Practical Teaching Center Approved as the National Teaching Center


On July 29, the Eduction Ministry issued On Approving 120 National Comprehensive Engineering Practical Teaching Centers (2013, No. 10), which publicized the names of the teaching centers. The electronic engineering practical teaching center in HUST was among that list, which made a breakthrough in constructing national practical teaching center.

The electronic engineering practical teaching center consisted of the relevant labs in the School of Electrical and Electronic Engineering. In 2009, it was approved as the provincial teaching center by the Provincial Education . In 2012, it passed the acceptance test. In January, 2013, it applied for the national teaching center and in July, 2013, it was approved as the national teaching center and became the first national teaching center in HUST.

6. HUST Wins 2 National Natural Science Fund Sponsored Projects


In August, professor Han Baozhong of the school of Electrical and Electronic Engineering won the sponsor of RMB¥3,250,000 by the National Natural Science Fund. Professor Liu Xianli won the sponsor of 2,900,000 in 2012. Until now, HUST has won the support from the National Natural Science Fund for two consecutive years.

7. HUST Holds “the President Daheng Experimental Elite Class”


In August, HUST enrolled 31 students in Heilongjiang Province for “the President Daheng Experimental Elite Class” majoring in Electronic Engineering and Automation. The class took advantage of the excellent teaching resource under the principle of emphasizing the foundation and cultivating innovative capability through adopting supervisor system and foreign study to foster talents with solid foundation and prominent innovative capability.

The class was under the charge of the president. Meanwhile, experienced teachers are selected to be the lecturers. Furthermore, excellent teaching facility is allocated to the class. In the previous two years, the teaching stressed fundamental education, and the university prescribed a specific teaching plan for the class and formed independent basic curriculum platform. For the following two years, the students can be sent to foreign countries to complete their study based on their own willingness. Students in the class can participate in the academic research and experiment under the direction of their supervisors.

8. HUST Implements the Reform in Bonus Distribution System


Bonus distribution reform is a significant policy in promoting reform, harmonious development and coordinated development, which involves the benefit of each member and the development of the university. The bonus distribution reform team widely listened to the suggestions from the teachers. In October, after the work of the whole year, through investigating, collecting feedback, and revising,HUST Bonus Distribution Programwas issued.

The Program embodied five aspects: first, it emphasized diverse evaluation standard. The teachers were classified into teaching and researching types. They can choose voluntarily. Second, it stressed the status of the teaching staff, whose bonus increase the most significantly. Third, it increased the bonus of the low-income community. Fourth, it optimizes the working condition of the young teachers, especially the newly-recruited doctors. Fifth, it showed care towards the retired worker.

9. HUST’s Course Authorized by Online Curriculum of Icourse


On Nov.5, after a series of strict verifications, Electromechanics, one of HUST’s national good qualified courses, which is supervised by Professor Ge Baojun, the general provost of HUST’s of Teaching Affairs, was formally authorized as a nationally-shared good qualified course as well as HUST’s first online course of Icourses available to the public freely.

There are 79 courses (34 for undergraduates, 40 for vocational college students and 5 for network teaching ) from 64 universities, colleges or institutes being authored as online courses of Icourses by MOE in this verification, covering science, engineering, psychology, education, management, and some other subjects.

Electromechanics, as a national good qualified course of HUST authorized as early as 2007, was determined as the “candidate” for nationally-shared good qualified courses as well as HUST’s online course of Icourses.

10. Hu Jun Wins Humboldt Research Fellowship


In November, Hu Jun, a young teacher of School of Applied Sciences in HUST was approved as the receiver of Humboldt Research Fellowship for Postdoctoral Researchers. And he will be a Humboldt scholar, doing research in Institute of Control Systems at University of Kaiserslautern in Germany.

The Humboldt Foundation is a foundation set-up by thegovernment of the Federal Republicand funded by theGerman Foreign Office, theMinistry of Education and Research, theMinistry of Economic Cooperation and Developmentand others for the promotion of international co-operation betweenGerman institutes of higher educationand leading academics from around the world. The Humboldt Foundation offered scholarship to 500 scholars who were under 40 years with doctoral degree and excellent academic result and enabled them to carry out study in one or two years. From 1953 to nowadays, it provided scholarship to 24,000 scholars from 130 countries and 40 of them received Nobel Prize.

The foundation sponsors a number of competitivefellowships, ranging frompostdoctoralto seniorvisiting professors, primarily for foreign academics from the areas ofhumanities,sciencesandengineering. Funds are given to finance long-term research visits to Germany usually for a period of 6–24 months. The foundation also awards a number of large prizes for lifetime accomplishment and for "top flight" young researchers, such as theHumboldt PrizeandSofia Kovalevskaya Award. Awards from the foundation are considered to be among the most prestigious and generous awards in Germany.

In September, ISTIC (Institute of Scientific and Technical Information of China) issued the list of “100 Most Influential Chinese Academic Papers in 2012”. His paper “Robust Sliding Mode Control for Discrete Stochastic Systems with Mixed time—Delays, Randomly Occurring Uncertainties and Randomly Occurring Nonlinearities” was incorporated into the list. The paper of Hu Jun has focused on the design of robust sliding mode control occurring uncertainties and randomly occurring nonlinearities. The research was attached great importance by national and international experts in this field. It has been cited 50 times by Google Scholar and 30 times by SCI.
