Electronic commerce (E-commerce) is a type of business model, or segment of a larger business model, that enables a firm or individual to conduct business over an electronic network, typically the Internet, Intranet, Value Added Network (VAN). Electronic commerce operates in all four of the major market segments: business to business, business to consumer, consumer to consumer and consumer to business. It can be thought of as a more advanced form of mail-order purchasing through a catalog.
Tian Zhimin and Li Yanbao are boasted of the most successful and the best in ecommerce in Heilongjiang. The alumni of HUST, both of them have many similarities and differences in their lives and careers. As for similarities, they both are born in Heilongjiang and graduate from Harbin University of Science and Technology (HUST). At the same time, they start their businesses on their own account and make great success in Hangzhou, capital of Zhejiang Province after graduation. After many years of hard work in Hangzhou, they are back to Heilongjiang to find more opportunities for E-commerce. As for differences, their experiences in businesses are quite different.
Tian Zhimin, now President of Hangzhou Alumni Association of HUST, ever studied in the Department of Management Engineering of Harbin Institute of Electrical Engineering (a name ever used by one of the four institutes of HUST before they were combined into a comprehensive university in 1995) in 1985 and got his bachelor degree four years later and master degree in 2012. Being an outstanding student leader, “three good” student (good in study, attitude and health), and winner of scholarship, he is made President of the Student Union of the department.
Li Yanbao, doctor of Management Science and Engineering of School of Management and now Vice President of Hangzhou Alumni Association of HUST, ever studied in Department of Marketing Management of HUST and graduated in 1999 as a bachelor. As an excellent student, he has got scholarships many times and was elected Secretary of League Branch of the department, President of the Student Union of the department, and Head of Broadcasting Station of HUST.
After graduation from HUST in 1989, Tian Zhimin started his first job in a major state-owned enterprise in Harbin, capital of Heilongjiang province. In 1993, he worked in a Securities Company in his hometown, the city of Mudanjiang in Heilongjiang province, where he got a promotion as General Manager of Mudanjiang regional management headquarters in 2001 and in 2002 he was transferred to Zhejiang Provincial Finance and Securities Company as General Manager of asset management division. Due to his excellent job, in 2012, he was appointed as Executive Director of Mortgage Ezy Group in China. In 2014, he was promoted as Manager of the first batch of institutions implementing quantitative investments who was in charge of a private fund of more than 3 billion RMB yuan. In 2014, the fund product called Aotouborui was released and its annual income rate sat on the top position of the funds of the same type. In 2015, he participated in the recruitment of targeted funds which brought a lot of money profit for the investors. In 2004, he proposed to establish Hangzhou Alumni Association of HUST and was elected President.
Born from an ordinary family in the city of Qitaihe in Heilongjiang province, Li Yanbao started his job in Hangzhou welding rod factory as a salesman after graduation from HUST. With the help of his knowledge obtained in university and his intelligence and hard work, very soon, he opened up the market of their products and helped the enterprise where he worked get good economic benefits in the second year. He has been in close contact with his alma mater and the teachers. In 2004, he co-proposed to establish Hangzhou Alumni Association of HUST and was elected Secretary-General, and then Executive Vice President in 2015. During his administration, he devoted himself to the establishment of cooperation between universities and enterprises by popularizing those enterprises in Hangzhou and providing work opportunities of those enterprises to the undergraduates and graduates in the alma mater by means of professional associations, job fairs, internet platform as well as other possible means. He has made great contributions to the employment of undergraduates and graduates of HUST to enter enterprises in Hangzhou specific industrial park. All of his efforts are beneficial both to the enterprises in Hangzhou and the graduates from HUST. Thanks to his help, steady cooperative relations in production, academy and research have been established between Bay Cloud Computing Company and Scholl of Automation of HUST, between Baoding Technology Co. and Harbin University of Science and Technology respectively. In 2013, he was successful in promoting the signing of "Heilongjiang Cross-Border Trade E-commerce Industry Base" between Heilongjiang Provincial Department of Commerce, China Cloud Computing Application Alliance and Harbin University of Science and Technology. Due to the great influence of the academic atmosphere in the alma mater, Li Yanbao attaches great importance to the achievements of cooperation in production, academy and research. When he worked in Hangzhou, he got to know such new industries as the cloud computing, internet of things, e-commerce and etc. With the forefront of market awareness, he created the Hangzhou Bay Cloud Computing Technology Co., Ltd. together with professors from several universities in China, and was the first to build West Lake Cloud Computing Public Service Platform together with the West Lake District People's Government of Hangzhou, Donghua University, Zhejiang Industrial and Commercial University and IBM China Development Center, of which the main functions are to offer necessary aids to the E-commerce enterprises.
It is because of the rich experiences in their careers that they have reinforced a solid foundation in the revitalization of Heilongjiang economy on the basis of E-commerce.
Hangzhou, which is famous for its innovations and entrepreneurship, has become into a city of E-commerce, for it not only gives birth to Alibaba, one of the world-famous enterprises but also gathers a number of outstanding network companies, e-commerce enterprises and talents. During the 12th Five-Year Plan period, E-commerce industry has developed and expanded rapidly in China and a number of enterprises like E-commerce information, trade and technology service companies are blooming one after another. Under such a situation, Tian Zhimin, Li Yanbao and other members of the Hangzhou Alumni Association established the Hangzhou Electronic Commerce Association in association together with some of the local excellent business enterprises, and organized Hangzhou Electronic Commerce Public Service Center (hereinafter referred to as Center) in 2005. At the same time, they helped to set up China's E-commerce Public Service Alliance with a number of cities in China. Currently, 260 cities in China have signed their names to join the Alliance so that the data in city public service platforms, projects and products can be shared nationally.
Having received a wide recognition by local governments and enterprises since its establishment, the Service Center became the focus of governments from other cities and attracted over 1,000 visitors from Heilongjiang Provincial Department of Commerce and the cities of Harbin, Mudanjiang, Qitaihe, Shuifenhe and so on. The foundation of the center has not only accelerated the development of online businesses by providing them with one-stop service and O2O operation mode but also helped to implant the country's outstanding providing and innovative models of online business marketing into Heilongjiang provincial electricity providers system by means of such a platform. At the same time the products provided by the local online enterprises can go global through the platforms of the center so as to realize the operation mode of “attracting more enterprises and going global”. Learning that there is a shortage of 12 million talents in E-commerce enterprises and the fact that a large number of talents and college graduates in Heilongjiang province outflows every year, they made a final decision to come back to hometown to do contributions to the development of local economy by means of E-commerce. Tian Zhiming returned in August 2016 and set up an E-commerce service center in the city of Mudanjiang, which started its business successfully online on October 18. Li Yanbao, turning back to his hometown in April 2015, founded the Qitaihe E-commerce Industrial Park in the city of Qitaihe.
Under their active promotion, a number of e-commerce public service center have been established in the cities of Harbin, Qitaihe, Mudanjiang, Yichun and other cities. In the field of personnel training, they collaborated with the local governments and universities to train college students, entrepreneurs and local business leaders of the online E-commerce skills so that the local cadres can grasp in-depth the internet-related knowledge and understand how to upgrade information of enterprises and how to achieve the Internet + through interaction. The senior training courses received high degree of recognition by the local governments.
On August 31, 2015, thanks to Li Yanbao’s great efforts, Qitaihe City E-commerce Park opened successfully. By the end of October 2016, 58 enterprises had entered the E-commerce park and the total value of the park had reached 200 million RMB yuan.
Tian Zhimin and Li Yanbao are the two of the outstanding alumni who have made significant contributions for the development of Longjiang Business with their wisdom and sweat. As E-commerce develops in the city of Qitaihe, many E-commerce talents have gathered there seeking good opportunities in online business. Among the entrepreneurs in the E-commerce park, more than 80% of them are young people under the age of 35, and 70% are the people who are non-native born or those who have done business outside and come back now.
As a result of significant achievements of the Electronic Business Park, teams have come forth endlessly for visit, study and survey. At present, the electronic business park has received over 60 delegations of more than 5,000 people from Beijing, Shanghai and many cities of Heilongjiang province to research, study and exchange. Moreover, it has attracted huge domestic media interest and covered by Heilongjiang TV News and newspapers such as Heilongjiang Daily, China City News, and Northeast Network. In March 21, 2016, Lu Hao, governor of Heilongjiang, heard the work reports of Li Yanbao and held cordial talks with him during the study of . Lu praised the "Qitaihe Electronic Business Park is the best electronic business park within the scope of Longjiang I have seen in recent years ".
E-commerce plays an important role in economic construction and development in Heilongjiang. So far, there appear many achievements and great economic benefits in the field. According to preliminary estimation, in 2016, the total value of network transactions in Heilongjiang Province was 194.58 billion RMB yuan, up by 13.7%; the total network retail sales was 14.81 billion yuan, up by 23.5%. At present, 145 E-commerce platforms have been established in Heilongjiang province including 44 local online malls and over 40,000 shops in Taobao, Jingdong Mall and other major domestic business platforms. By the end of 2016, 32 E-commerce industrial parks had been built, including four national-level E-commerce demonstration bases, with 1368 enterprises in the park.
In a new year, facing the new challenges and opportunities, the two alumni said that they would work harder in the field of E-commerce in Heilongjiang, and strive to set up 1-2 national E-commerce demonstration counties, two E-commerce industrial parks, five E-commerce public service centers and two cross-border E-commerce service platforms. They would do their best to contribute to the development of E-commerce and online businesses in their hometown and do something for the happiness and benefits of the local people.
