On Dec. 1, the fourth HUST Teachers’ Congress (the first Congress of the Trade Union) was held on the fifth floor of the Major Building. Member of the Heilongjiang General Union, and the Chairman of the Provincial Educational Union Yu Xiaodong attended and addressed the Congress. The Congress invited former leaders of HUST and 58 representatives. School leaders Zhao Guogang, Li Dayong, Lu Yan, Meng Shangjiu, Guo Erjun, Yang Chun, Wang Zhihao, Man Chuntao, Liu Shenghui, Xu Xiangchen and other members in the presidium were seated on the platform. The opening ceremony was hosted by Vice General Secretary Lu Yan.

On behalf of Heilongjiang General Union and the Provincial Educational Union, Yu Xiaohui offered the congress hearty congratulations. He emphasized that the Congress was a great event for the faculty in their political life and a milestone of the progress in democratic politics, which would push forward the construction of teaching-research oriented university.

Li Dayong delivered a report which recollected the work in the past 11 years, analyzed the opportunity and challenge in the development of HUST, and pointed out the major tasks of future work.

The Chairman of the Labor Union of HUST Xu Xiangchen presented a work report centering on the realization of the “13^thFive-year Plan” of HUST. The report pointed out that since the Third Teachers’ Congress, the Congress and Labor Union fulfilled its own function and made steadfast progress innovatively. Future working guidelines and principal tasks were presented in the report.

In the Congress, the General Accountant Ji Donghai delivered the Financial Report of HUST, which summarized the revenue and expenditure during the “11^thFive-year Plan” and the “12^thFive-year Plan” and analyzed the budget in 2016 and its implementation. The Report argued that HUST made great progress in the past ten years despite of difficulties. After the opening ceremony, all the representatives carried out group discussion.
