From November 28 to December 5, at the invitation of the University of Wisconsin System, Iowa State University, and University of Calgary, a delegation of four led by vice president Fang Wenbin paid a visit to five American and Canadian universities, including University of Wisconsin-Madison, University of Wisconsin-Milwaukee, University of Wisconsin-River Falls, Iowa State University, and University of Calgary. The aim of this visit is to reinforce the message of HUST CPC Congress and of the “13thFive-Year plan” key project, which is to help teaching staff as well as administrative officials geared towards international standards. It is also aimed at enhancing the faculties’ ability to cooperate on an international level, and increasing the number of teachers, researchers and administrative personnel to conduct research or have training overseas. On issues such as visiting scholars, post-graduate research, training of administrators, exchange of teachers and students, and scientific and technological cooperation, consensus has been reached and the visit has achieved its desired results.
Upon arrival on November 28 at Milwaukee, the delegation met educational and commercial representatives of the United States Department of Commerce, as well as representatives of Chinese Committee of Commerce of Milwaukee. The U.S representatives expressed their wish to cooperate in areas of commerce and education as the next year will mark the 35thanniversary of friendly relations between Heilongjiang Province andWisconsin.
On November 29, the delegation visited University of Wisconsin-Milwaukee. Upon meeting Garett Gietzen, Vice Director of International Affairs, and Kevin. B, Senior Coordinator of International Students and visiting scholars, vice president Fang emphasized the purposes of this visit, which consist mainly of three aspects — to send outstanding young teachers and doctors to carry out scientific research here; to select students and send them here to further their studies; to designate administrators to be trained in America. Discussion was held on the details and procedures, and consensus has been reached.
The following day the delegation conducted a visit to University of Wisconsin-Madison. A tour of the campus and three meetings were arranged by the school authorities, who showed great interest in the plans put forward by vice president Fang, including the objectives of this visit and the strategies for international cooperation and communication during the “13thFive-Year plan”. In-depth conversation and negotiation was carried on and agreement has been reached.
The morning of December 1 saw the delegation’s visit to University of Wisconsin-River Falls, where vice president Fang introduced HUST and reiterated the targets of this visit, expressing his wish to foster effective cooperation with University of Wisconsin-River Falls in the above-mentioned three areas. President Dean Van Galen extended warm welcome to the delegates and expressed his hope to cooperate with HUST in theses areas, announcing his intention to sign a cooperation memorandum when he pays a return visit next year.
The delegates then visited Iowa State University on Friday, December 2, when eight meetings and visits were arranged. During these meetings, vice president Fang recognized the accomplishments made by the two universities in exchange between teachers and students and in the organization of summer camps. Mr Fang said that theses achievements could not be made possible without the joint efforts on both sides. He then restated the targets of this visit and the tentative cooperation on these three areas. Vice president Jonathan Wickert extended enthusiastic welcome to the delegates and expressed his deep interest in cooperation proposals.
On Monday, December 5, the delegates paid a visit to University of Calgary. During the visit, vice president Fang introduced current situations of HUST and future development strategies of the school in terms of international cooperation and communication. Particular emphasis was given on the purposes of this visit and the three tentative cooperation proposals. Representatives from University of Calgary agreed to cooperate with HUST on the above-mentioned three areas, especially in the area of training administrative personnel. University of Calgary has wide experience in this particular area because they have organized similar training before by working with the Chinese government. Vice president Fang wished to strengthen cooperation in areas such as visiting scholars, post doctors’ research, training of administrative personnel, exchange of teachers and students, scientific and technological cooperation, etc. They had detailed discussion and had reached consensus.
Accompanying vice president Fang on the visit are Liu Xianli, Dean of Mechanical and Power Engineering, Chen Qingguo, Dean of Electrical and Electronic Engineering, and Xi Zhaohui, Director of International Cooperation and Exchange.
