In July, 2016, the 3-year specific project for graphene industry was implemented formally by Heilongjiang Municipal Government. Then an idea of constructing Heilongjiang public technical service platform for graphene materials & products testing was proposed by some HUST experts in order to make better use of corresponding R&D resources and minimize cost in innovation & creation.
To speed the progress of construction, HUST engaged three industry experts from Shenzhen, i.e. Dr. Wang Yiqun, the deputy director of Shenzhen Institute of Standards & Technology and Shenzhen Standards-incubation Engineering, Liu Kuan, the principal of Shenzhen High-tech Industrial Innovation Center & Sino-British Innovation Center, and Dr. Zhou Di, the director of SMQ’s Electro-Motion Auto Research Lab, as her distinguished experts.
On July 26, the three experts were invited to HUST to conduct in-depth survey & communication. A seminar was held in HUST on which they gave plenty of suggestions as well as a long-term plan on the platform construction, combining the operational experiences of relevant public testing technical service platforms in Shenzhen,and received their engagement diplomas.
From July 28 to 29, the three experts, together with some team members for the platform construction from HUST and officials from Resource Service Center of Heilongjiang Provincial Sci & tech Department, formed a working group and arrived at Hegang to make another survey.
In Hegang, the working group held a workshop with some corresponding functional departments and 14 graphene processing enterprises there to discuss the issues of platform construction plan, on which Meng Shangjiu, HUST’s vice Party Secretary as well as deputy mayor of Hegang People’s Government, delivered a concluding speech to mobilize and deploy the corresponding functional departments in Hegang to team up with the construction of the platform.
The working group also visited Hegang National Key Laboratory of Coal Coke & Graphite Detection, Hegang Huasheng Industry Co.Ltd, Luobei Aoxin New Material Co.Ltd, and Heilongjiang Hemingyunshan Mining Development Co.Ltd，and after visiting Hegang National Key Laboratory of Coal Coke & Graphite Detection, they held a brief symposium.
Director Yu Xiaoyang from HUST’s Department of Science & Technology received a thematic interview by Hegang TV. He stressed the significance of the platform construction and illustrated the preparatory work from multiple perspectives.
